Job Summary

Under general direction of the Financial Manager of University Health Services responsible for contracts, fiscal management, operations and policies. Maintains a positive relationship with contracted services and other agencies.

 

Essential Functions

  • Administers UHS contracting by negotiating, developing and overseeing medical, business, affiliation, and service contracts as directed, including College internships and other student related affiliations.
  • Completes as necessary procurement and or sole source documentation for services contracts.
  • Develops and implements policies and procedures to ensure the effective performance on contract scope of services.
  • Collaborates with UHS purchasing, accounts payable, UMASS Amherst procurement and other departments on contracts.
  • Collaborates with other health professionals and works effectively with interdisciplinary teams on contract terms and agreements within Health Services.
  • Understands and adheres to appropriate ethical standards of professional and academic conduct.
  • Develops effective working relationships and maintains liaisons with University and external agencies related to planning and contracting UHS services.
  • Maintains liaison with academic departments and faculty, as directed, to promote collaborative research and service expansion.
  • Interviews, hires, supervises and disciplines part-time student personnel; performs annual reviews of vendors.
  • Responsible for the development and management of contract service budgets. Works collaboratively with Associate Directors of the UHS and other UHS managers regarding contract service needs and respective budgets.
  • Develops, implements and manages the health services billing process for contractual agreements.
  • Manages the preparation of activity reports, vendor service performance and analyzes data to make recommendations concerning procedures and program activities.
  • Coordinates, monitors and reports on quality assurance activities for contracted services.
  • Supports and implements Affirmative Action and non-discrimination policies and procedures and contributes to related department goals.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor's degree in business administration, business management, public administration or related field and three (3) years of full-time or equivalent part-time relevant experience in office or business management OR Associate's degree in business administration, business management public administration or related field with five (5) years of full-time or equivalent part-time relevant experience OR 7 years of full-time or equivalent part-time relevant experience in office or business management.
  • Experience in managing financial transactions, customer relations, claims management, third-party medical reimbursement, computerized Management Information Systems.
  • Project management experience

Functions independently within the broad scope of departmental and institutional policies and goals; refers exceptions to the Financial Manager for UHS.

 

Work Schedule

Monday – Friday, 8:30 am – 5:00 pm.  Occasional evening and weekend hours required.

Level 26
