General Summary of Position:

The Facilities Management Department provides comprehensive planning and overall management for all aspects of the facilities and infrastructure of UMass Lowell. The FM Department includes: planning, program management, capital budgeting, project management, energy and sustainability programs, facility operations, maintenance and service, real estate, facility information systems and business administration.

Reporting to the Associate Vice Chancellor for Facilities Management, this position is responsible for directing and overseeing all daily operations for campus planning and Facilities Information Systems to align with and support campus development goals.  As the Director of the Planning and Facilities Information Systems, this position is responsible for ensuring continuity, consistency, and quality of planning services delivered across the campus as well as information services for Facilities Management and other campus stakeholders.

This individual will work closely with community and government partners, consultants, and internal stakeholders--including faculty, staff, students and senior administration--to implement the University’s strategic campus and master planning goals.

The Commonwealth of Massachusetts requires its institutions of higher education to prepare long-range plans to determine future needs and guide development of capital outlay for buildings, facilities, land needs, and services.  This position provides senior support and assistance to the Associate Vice Chancellor for Facilities Management to ensure compliance with this mandate and ensure the effective and efficient operation of the university’s overall planning program.

Minimum Qualifications (Required):

  • Masters in City Planning, Public Administration, or equivalent, or Bachelors of Architecture (five-year professional degree) or Masters in Architecture or Engineering with planning or urban design focus, and at least fifteen (15) years of professional planning experience.
  • At least eight (8) years successful supervisory experience, with experience in a broad variety of planning disciplines, such as development, land use, space use, capital programs, transportation and systems, with city and regional issues, regulatory coordination and public/ community process.
  • Experience in either institutional or campus planning (long and short range), capital programs, space management and/or transportation services.
  • Proven leadership experience in developing and managing professional staff in a team setting with clients and technical consulting resources.
  • Proven ability to lead planning processes to successful implementation.
  • Ability to establish effective working relationships, exercise good judgment, show initiative and resourcefulness when dealing with internal University stakeholders, the media, the public, and local, federal and state regulatory bodies and partners.
  • Ability to critically assess situations, solve problems, work effectively under stress, within aggressive deadlines, and in public situations.
  • General knowledge of GIS, CAD, PMIS, Sharepoint, and related/similar software in order to exercise effective supervision over a team of experts in one or more of these tools.
  • Highly refined communication skills, working with academic teams, senior executive decision-makers, and members of the public.
  • Commitment to diversity and serving the needs of a diverse community.
  • Hands-on self-starter with high sense of urgency who functions well in a self-created, fast paced environment.

Additional Considerations:

  • Prior experience at a university or similar institutional experience
  • Experience in FIS or oversight of the FIS team
  • Experience executing and overseeing the master planning process, preferably at a university or institutional campus.
  • Knowledge of Massachusetts general laws regarding planning, public bidding, and procurement
  • Registration as a professional architect (AlA) or city planner (AICP), landscape architect, or professional engineer (PE).
  • Should be a member of the Society of College and University Planners.
  • Continuing education and certifications in related field.
  • Construction and/or facility operations and maintenance experience.
  • Hands-on experience with developing or being a high-level user of GIS, CAD, PMIS, Sharepoint, and related/similar software.
