General Summary of Position:

This being a promotional opportunity, only current UML Employees within the same Bargaining unit are eligible to apply for this position. 

Under the direction of the Director of Enrollment Management and Administration, the GPS Business Services Manager is responsible for Course stipend management and HR/payroll functions for the division. Reporting to the Director of Enrollment Management and Administration, this position requires a highly detail-oriented professional who can resolve compensation issues in a dynamic, fast paced environment.

Essential Job Duties:

Course Stipend Management:

Serves as the lead for the preparation and management of course stipends for the division.  The division has approximately seven (7) session starts and runs 1,500+ course sections each year.  Course stipends need to be prepared and processed for each session start.  This work involves assigning stipends according to contractual agreements and established practice.  It also involves generating faculty contracts, distributing contracts to faculty before each session, adjusting contracts, and working with department chairs to gather information regarding onload course assignments. GPS issues contracts for faculty in all five colleges, with differing stipends. It is critical that course stipends are processed accurately and in a timely fashion and that each function within the course stipend management process is carried out with the utmost attention to detail, accuracy, and timeliness. 

Human Resource and Payroll Support:

Prepares Personnel Action Forms and enters ePAF’s into the HR system for all employees of the Division.  This includes credit and non-credit courses, corporate contracts, stipends for special programs/courses, temporary staff and student hires.  Carries out work according to HR guidelines and in conformity with established union guidelines. Maintains database of all PAF’s created each semester, ensuring a high degree of accuracy to provide accurate budget reporting for the Division. Works with the financial team to ensure payroll expenses are recorded against the correct budget lines.  Guides all new faculty and student employees through the new hire process, ensuring compliance with HR policies.  Troubleshoots and works with employees and payroll to resolve all issues.  Maximizes the use of technology to streamline processes and reduce manual input and intervention.

Faculty Support:

Provides support to faculty and students. Assists in the resolution of faculty and student compensation issues. Creates faculty communications and maintains regular contact with faculty to keep them updated on Division and University policies and procedures.  Collects and maintains faculty contact information and CVs.  Helps provide a quality environment conducive to the success of all GPS faculty and students.


Maintains knowledge of the course scheduling process and provides backup support for scheduling classes for the division.  This may include specialized programs such as pathways, corporate programs, Study Abroad, and other nuanced programs.  This work may include scheduling new courses, updating existing classes, generating permission numbers, enrolling students, and working with coordinators, Department Chairs, and faculty to establish and then raise maximum enrollments on courses.

Records Management and Other Activities:

  • Responsible for records management, maintains multiple spreadsheets and databases, ensuring their accuracy. 
  • Maintains a high level of confidentiality. 
  • Shares responsibility of answering incoming telephone calls and assist callers with accurate information in a professional and courteous manner.
  • Takes on other projects as assigned.

Other Job Duties:

  • Performs other related duties as assigned.

Minimum Qualifications (Required):

  • Bachelor’s Degree with 3- 5 years’ experience, however, will consider candidates with HS Diploma or GED/equivalent and 7-10 years relevant work experience
  • Minimum of 3 years of experience working in higher education in a role dealing directly with faculty and payroll activities
  • Strong aptitude working with numbers with a high degree of accuracy and understanding
  • Strong technical ability; uses standard office productivity software tools to streamline job duties and reduce amount of manual intervention and has strong command of using an information system in a higher education environment
  • Excellent communication and problem-solving skills
  • Is self-motivated and is effective in working independently with minimal direction
  • Able to identify, clarify, and resolve complex issues in a dynamic, fast-paced environment
  • The successful candidate will have strong organizational and time-management skills with an exceptional attention to detail
  • Ability to compose business correspondence and respond to student email requests
  • Prior experience working in a role related to payroll and employee hiring is highly desirable

Additional Considerations:

  • Higher Education experience preferred
  • Proficient in Microsoft products and oracle or other database management systems
  • Proficient in SiS and HR ePAF system
